The City Planning Commission is responsible for preparing and maintaining a comprehensive plan for the city in accordance with the guidelines, procedures and requirements set forth in the Rhode Island Comprehensive Planning and Land Use Act of 1988 as amended, for making necessary revisions in the zoning ordinance so that it may conform to the comprehensive plan, and for performing such other duties as may be required of it by ordinance or this Charter, and not in conflict with state law. The City Planning Commission reviews all subdivision requests, development plan requests, and is responsible for preparing the Capital Improvement Program. • Development projects that require City Planning Commission Review
  
  1. Construction of any new structure on a parcel or parcels of land containing 10,000 square feet or more.
  
  2. Exterior addition with a gross floor area of 200 square feet or more to an existing structure on a parcel or parcels of land containing 10,000 square feet or more.
  
  3. The construction of any new residential structure with three (3) or more units.
• Development projects that require administrative review
  
  1. Any infill development on lots of less than 10,000 square feet in established neighborhoods or commercial districts. Infill development is defined as any development or redevelopment on a lot in an established neighborhood or commercial district which is served by public facilities (sewer, water, utilities).
  
  2. Any permitted use that is specifically referred in writing to the Department of Planning and Redevelopment by the Building Official or the Director of Zoning and Code Enforcement.
  
  3. Any other use for which the application for a variance or special use permit is specifically referred in writing to the Department of Planning and Redevelopment by the Zoning Board.

• Subdivision.
  A subdivision is defined as the division or redivision, or a lot, tract or parcel of land into two or more lots, tracts or parcels. Any adjustment to existing lot lines of a recorded lot by any means shall be considered a subdivision. All re-subdivision activity shall be considered a subdivision. The division of property for purposes of financing constitutes a subdivision.
