The HOME Program was created under Title II of the Cranston-Gonzalez National Affordable Housing Act (NAHA) of 1990. It provides the local government, the City of Pawtucket, with the flexibility to determine the kinds of housing assistance most appropriate to address its housing needs. Federal requirements provide for 100% of the HOME funds to be used to assist low-income households.
The City of Pawtucket, through the Department of Planning & Redevelopment, receives federal HOME Program funds from the U.S. Department of Housing and Urban Development on an annual basis to support the development and preservation of affordable housing units for low- and moderate-income individuals, families, the elderly, and people with special needs.
The City of Pawtucket grants HOME funding to nonprofit and for-profit developers to preserve and increase the supply of affordable housing in the community.
The amount of money available depends on the program itself, as well as the availability of funding. This is important to remember because the City only receives a limited amount of funds each year for the programs; all of the programs are subject to the availability of funding.
For FY10, the City expects $800,000.00 in HOME funding pending HUD approval, of which 15% must be set aside for qualifying Community Housing and Development Organizations (CHDO).
Financial assistance is available for acquisition, rehabilitation, homebuyer assistance, and tenant based rental assistance. Funds are available to support the development of both homeownership and rental units. Both permanent and transitional housing is eligible for funding including group residences.
Nonprofit and for-profit affordable housing sponsors and developers are eligible to receive funding.
Funds are available as a grant or a loan to the applicant.
Properties assisted with federal funds are deed restricted to ensure affordability for a specified period depending on the amount and type of funding granted.
The gross annual household income for homebuyers or tenants cannot exceed 80% area median income. The U.S. Department of Housing and Urban Development determines the income limits annually. Household income is determined by the number of persons in the household and the total gross household income. Total household income must not exceed the following federal maximum income limits:

First Time Homebuyers Assistance Programs
The City of Pawtucket offers a homebuyer assistance program, called the Starter HOME Program .The Starter HOME Program is funded by the U.S. Department of Housing and Urban Development through HOME funds and administered by Blackstone Valley Community Action Program (BVCAP). The Program is available to first time homebuyers who meet certain income eligibility guidelines. Eligible applicants could receive between $3,000 -$10,000 in downpayment/ closing cost assistance towards the purchase of a 1 thru 4 unit dwelling in Pawtucket.
Pawtucket’s homebuyer assistance programs offer several benefits to eligible applicants. The program allows applicants to select the home of their choice, whether it is a condominium, single-family home, or up to a four unit property. Participants in the programs select the mortgage product of their choice and decide what works best for their individual financial needs. Funds are available on a first-come, first-served basis to eligible applicants who provided a signed Offer to Purchase Real Estate. A five year or a 10 year self-expiring lien is placed on the property depending on the level of assistance. If the applicant remains in the home for the full five-year affordability period the lien is removed and no money is owed back to the city or BVCAP.

Pawtucket Housing Authority
The Housing Authority provides public housing and programs to 1,939 residents. The Section 8 Program administers housing assistance payments to approximately 720 families, consisting of 1,616 people who reside in private rental housing. The Authority owns and manages 1,094 units of housing in six housing developments and nine single-family homes throughout the city. The staff is comprised of 50 full-time people, consisting of 24 maintenance and 26 administrative positions. The total operational budget is approximately $7.5 million.
